Highfill Highlights

The Highfill City Council convened for a special meeting on September 16, 2025, to address several important topics affecting the community. These meetings serve as a forum for decision-making on zoning, budgeting, infrastructure, development, traffic management, public safety, and community feedback.


Approval of Minutes

Council approved the minutes from the following prior meetings:


Highlights and Key Decisions

  • City Recorder Appointment – Sarah Summitt was officially appointed as City Recorder and sworn into office.
  • Hay Lease Approved – Resolution 2025-20 authorized a hay lease with Morgan Main for city property.
  • Posting Locations Set – Ordinance 2025-02 established official posting sites for bylaws, ordinances, and annual financial statements, including City Hall, City Park, Highfill Mart, and Fire Station #1.
  • Council Elections – Ordinance 2025-03 reaffirmed the City’s ward-based election system to ensure fair representation across Highfill.
  • City Attorney Designated – Ordinance 2025-04 confirmed Williams Law Firm as the City’s legal counsel.
  • Planning Code Update – Ordinance 2025-05 amended the City Code, limiting planning authority to within city limits in compliance with new state law.
  • Annexation & Utilities – Ordinance 2025-06 requires annexation agreements for properties requesting city water/sewer service.
  • Rezoning – Ordinance 2025-07 rezoned the Mendoza property on Hwy 264 to commercial use.
  • Millage Resolution – Resolution 2025-22 maintained the city’s current millage rate of 5, consistent with the last 20 years.
  • Impact Fees – Resolution 2025-23 approved the concept of developer impact fees, with a detailed schedule to be presented at a later meeting.
  • Franchise Fees – Ordinance 2025-08 updated and standardized franchise fees for public utilities and video service providers.
  • Annexation Approved – Ordinance 2025-09 annexed approximately 9 acres on Vaughn Road into Ward 3, zoned R-1 Residential.
  • Planning Commission Appointment – Elise Brown was appointed to the Planning Commission.

Department & Mayor’s Reports

  • Police Department – Chief Blake Webb reported on ongoing cases and requested, with Council approval, promotion of Officer Erik Velasquez-Perez to full-time detective. He also demonstrated new translation technology integrated into police body cameras.
  • Public Works – Director Dustin Kahrl reported progress on the lift station project, expected to reach completion in early October.
  • Mayor’s Report – Mayor Holland discussed the upcoming fireworks ordinance, rescheduling of the November Council meeting due to Veterans Day, and provided updates on city events.
