Dear Highfill Residents,
A few months ago, we asked our residents to voluntarily follow an odd/even watering schedule to help reduce demand on our regional water system. Due to continued hot and dry conditions, Benton Washington Regional Public Water Authority (BWRPWA) has asked its customers to take additional steps to reduce outdoor water usage.
Water demand is currently extremely high, particularly during the morning and evening hours, and BWRPWA has advised that its water storage levels are declining faster than they are able to recover. If usage does not decrease, additional conservation measures may become necessary.
At this time, we are asking all Highfill water customers to please limit lawn and landscape irrigation as much as possible and follow these guidelines:
• Odd-numbered addresses (ending in 1, 3, 5, 7, or 9) – Water on odd-numbered days
• Even-numbered addresses (ending in 0, 2, 4, 6, or 8) – Water on even-numbered days
• Limit lawn watering to 20 minutes between 5:00 AM and 7:00 AM
• Hand-water shrubs, flowerbeds, and other landscaping whenever possible
• Please avoid filling outdoor pools or installing new sod during this period
Normal household water use, including drinking, cooking, bathing, and other daily needs, can continue as usual. The primary concern at this time is the amount of water being used for lawns and outdoor irrigation.
BWRPWA has stressed that reducing outdoor water use now can help prevent the need for more significant restrictions later. Lawns can recover from periods of dry weather, but maintaining an adequate supply of water for essential household use and fire protection is critical.
We appreciate everyone doing their part to reduce unnecessary water use during these hot and dry conditions. We will continue to monitor the situation and provide updates as conditions change.

Planning Commission to Review Comprehensive Plan
The Highfill Planning Commission will review the final draft of the City’s Comprehensive Land Use Plan during its meeting on July 28, 2026. The review includes the Future Land Use Map, Master Street Plan, and Vision Plan. If approved, the Commission will forward the plans to the City Council with a recommendation for possible adoption at the August 11, 2026, City Council meeting.
The City began updating these planning documents in October 2024 and gathered community input through public meetings, surveys, and public comment opportunities. Together, the plans establish a long-term vision for Highfill’s future growth, transportation, land use, and infrastructure while preserving the community’s character.
