Highfill Parks Advisory Committee – Meetings & Info

About the Committee

The Highfill Parks Advisory Committee (HPAC) is a volunteer advisory body that supports the City of Highfill’s recreational, cultural, and park development efforts.

Established by Ordinance No. 2023-06 and governed under Municipal Code Title 12, the committee works with the Mayor, City Council, and city departments to encourage public engagement and long-range planning for parks and community spaces.

HPAC helps guide the vision and direction of Highfill’s public parks through events, community feedback, and strategic recommendations.


Committee Responsibilities

Advisory to City Leadership

  • Advise the Mayor and City Council on parks, trails, and recreation programs
  • Recommend policies, plans, and procedures for park improvements and maintenance

Planning and Evaluation

  • Assist with long-range park and recreation planning
  • Evaluate existing facilities and recommend improvements based on community needs

Community Engagement

  • Encourage public participation in park-related decisions
  • Serve as a liaison between residents and city leadership

Support for Events

  • Assist with city-sponsored recreational events and programs
  • Promote volunteerism and community involvement

Committee Structure

  • Voting Members: 5
  • Secretary: 1 (non-voting)
  • Term Length: 3 years (staggered)
  • Eligibility: Must be a qualified elector and resident of Highfill
  • Public Notice: Meetings are announced in advance in accordance with Arkansas FOIA requirements

Meeting Schedule

The Highfill Parks Advisory Committee meets:

  • Frequency: Every other month (bi-monthly)
  • Day: Third Tuesday
  • Time: 6:00 p.m.
  • Location: City Council Chambers, Highfill City Hall

Meetings are open to the public, and residents are encouraged to attend.


Agenda and Meeting Access

The Highfill Parks Advisory Committee posts meeting agendas in advance whenever available. Agendas may include discussion items related to parks, trails, recreational programs, community events, park improvements, and other committee business.

The City generally posts agendas prior to scheduled meetings; however, posting times may vary depending on meeting schedules and document availability.

Residents may attend the Highfill Parks Advisory Committee meetings in person or online through the City’s recurring Zoom meeting system.

Volunteer Opportunities

Residents are encouraged to get involved in supporting parks and community events. Volunteers may assist with:

  • Park improvements
  • Beautification efforts

Public Input

The HPAC welcomes feedback from residents on all park and recreation matters.

  • Attending a scheduled HPAC meeting and speaking during Public Comment
  • Sending feedback via email
  • Submitting written comments to Highfill City Hall
