Highfill Parks Advisory Committee (HPAC)

About the Highfill Parks Advisory Committee

The Highfill Parks Advisory Committee (HPAC) is a volunteer advisory body established to support the City of Highfill’s recreational, cultural, and park development efforts. Created by Ordinance No. 2023-06 and governed under Municipal Code Title 12, the committee works with the Mayor, City Council, and city departments to foster meaningful public engagement and long-range planning for parks and community spaces.

HPAC helps shape the vision and direction of Highfill’s public parks through events, community feedback, and strategic recommendations.


Committee Responsibilities

The Parks Advisory Committee is tasked with the following:

Advisory to City Leadership

  • Serve as an advisory body to the Mayor and City Council on matters concerning city parks, trails, and recreational programs.
  • Recommend plans, policies, and procedures for the improvement, maintenance, and operation of park and recreation facilities.

Planning and Evaluation

  • Assist in developing long-range park and recreation plans and review implementation strategies.
  • Evaluate existing facilities and recommend improvements or expansions based on community needs and usage.

Community Engagement

  • Encourage public participation and input on park-related issues.
  • Serve as a liaison between citizens and city government in park matters.

Support for Events

  • Aid in planning and supporting city-sponsored recreational events and programs.
  • Promote volunteerism and help enhance community-wide activities.

Committee Structure

  • Voting Members: 5
  • Secretary: 1 (non-voting)
  • Term Length: 3 years (staggered terms)
  • Eligibility: Must be a qualified elector and resident of Highfill
  • Compensation: Volunteer (unpaid)
  • Meetings: Held at least quarterly and open to the public
  • Public Notice: Meetings are announced in advance per Arkansas FOIA requirements

Volunteer Opportunities

Even if you’re not on the committee, you can still get involved! Volunteers are always needed to support city events and assist with park improvements. To learn more, contact the Parks Department through City Hall or the city website.

The HPAC welcomes community input and feedback on all matters related to Highfill’s parks and recreation efforts. If you have suggestions, ideas, or concerns:

  • Attend a scheduled HPAC meeting and speak during Public Comments
  • Email your feedback
  • Submit written comments to Highfill City Hall
