About the Committee
The Highfill Parks Advisory Committee (HPAC) is a volunteer advisory body that supports the City of Highfill’s recreational, cultural, and park development efforts.
Established by Ordinance No. 2023-06 and governed under Municipal Code Title 12, the committee works with the Mayor, City Council, and city departments to encourage public engagement and long-range planning for parks and community spaces.
HPAC helps guide the vision and direction of Highfill’s public parks through events, community feedback, and strategic recommendations.
Committee Responsibilities
Advisory to City Leadership
- Advise the Mayor and City Council on parks, trails, and recreation programs
- Recommend policies, plans, and procedures for park improvements and maintenance
Planning and Evaluation
- Assist with long-range park and recreation planning
- Evaluate existing facilities and recommend improvements based on community needs
Community Engagement
- Encourage public participation in park-related decisions
- Serve as a liaison between residents and city leadership
Support for Events
- Assist with city-sponsored recreational events and programs
- Promote volunteerism and community involvement
Committee Structure
- Voting Members: 5
- Secretary: 1 (non-voting)
- Term Length: 3 years (staggered)
- Eligibility: Must be a qualified elector and resident of Highfill
- Public Notice: Meetings are announced in advance in accordance with Arkansas FOIA requirements

Meeting Schedule
The Highfill Parks Advisory Committee meets:
