The City of Highfill has canceled the Water & Sewer Committee meeting scheduled for Monday, September 28, 2026, at 5:00 p.m. because there are no agenda items requiring committee consideration.

The City Council has scheduled a Special City Council Meeting for Tuesday, September 29, 2026, at 6:00 p.m. The meeting will take place in the City Hall Council Chambers, 2560 W. Hwy 12, Highfill, Arkansas 72734.

Ordinance Concerning Water and Sewer Revenue Bonds

The Special City Council Meeting agenda includes an ordinance that would amend Ordinance No. 2024-04, which authorized the issuance of the City of Highfill Water and Sewer Revenue Bond, Series 2024.

The proposed amendment is related to the City’s planned 2026 water and sewer revenue bonds, which would help finance needed improvements to the City’s water facilities.

In plain language, the ordinance would:

  • Amend the existing 2024 bond ordinance to address the issuance of additional water and sewer revenue bonds.
  • Recognize the need for improvements to the City’s water facilities and provide for financing those improvements through the proposed 2026 bonds.
  • Clarify the City’s rate requirements. The City must maintain water and sewer rates that generate sufficient revenue to cover system operating and maintenance expenses, required debt payments, financing and administrative fees, and required debt service reserves.
  • Clarify how the City’s existing 2018 and 2021 bonds are treated under these particular rate and additional-bond requirements.
  • Establish the requirements for issuing additional bonds on a parity with the existing revenue pledge. The ordinance requires a financial analysis showing that revenues meet the specified debt-service coverage requirements before additional parity bonds may be issued.

The proposed ordinance also notes that the Arkansas Development Finance Authority, as purchaser of the 2024 Bond, and the Arkansas Natural Resources Commission have consented to the adoption of the amending ordinance.

The ordinance does not itself issue the 2026 bonds. Instead, it amends the City’s existing bond ordinance to provide the necessary framework for the proposed financing.
