📌 Public Comment
🏟 Youth Soccer Club Proposal: Kevin St. John shared plans for a new youth soccer club offering free programs for underserved children in Western Benton County. Mr. St. John outlined a phased plan to base the program in Highfill, starting with the use of the City Park for practices and games, future conversion of the decommissioned sewer plant property into athletic fields, and long-term development of a sports complex offering multiple sports. The focus is on life skills, teamwork, and community development.
🏗 Industrial Park Proposal: Jacob Roller presented a plan for an industrial park including a C&D transfer station, asphalt plant, concrete batch plant, and contractor headquarters. Funding would utilize Act 9 industrial bonds with no direct cost to the City. City staff will review feasibility before next steps.
🌳 Silver Meadows Park Public Hearing
Cassie Elliott provided updates on the City’s third attempt to secure a state grant to develop a public park in Silver Meadows. Community surveys (214 responses) highlighted top priorities:
- Playground equipment
- Walking trail, basketball court, pickleball court
- Restrooms and pavilion
- Parking and potential splash pad

Mayor Holland and council confirmed parking will be provided in two areas, sidewalks will be pursued via separate grants, and future expansion would require additional land acquisition.

⚖ Resolutions vs. Ordinances – Why Some Items Were Tabled
Some resolutions were approved while other items, such as ordinances and certain appointments, were tabled due to limited council attendance and conflicts of interest:
- City Recorder Appointment: Both candidates were introduced, but because one of the candidates has a spouse on the council, the council member would have needed to abstain from voting. With already limited attendance, there were not enough members to hold a valid vote. The appointment was therefore tabled until a full council is present.
- Hay Lease on City Property: Councilor Alexus Main’s husband expressed interest in the lease, requiring her to abstain. Again, with limited members present, there were not enough votes to approve the lease, so it was tabled until the next meeting.
- Ordinances: Ordinances require a majority vote of the full City Council to pass, not just the members present. With insufficient members present, all ordinances were officially tabled until the next meeting.
Resolutions that did not involve conflicts of interest, such as Planning Commission appointments, Parks Advisory Committee updates, and grant authorizations, were approved unanimously by the members present.
📝Department Updates
Police Department – Chief Blake Webb
- K-9 program success: ~60 arrests in under 4 months.
- Cybercrime and drone programs growing; drones assisted in locating a missing child in under a minute.
- Community support during Grape Festival and regional collaborations highlighted.
Public Works – Director Dustin Kahrl
- Water operations continue in pump-around configuration; first bill from NACA expected soon.
- Brush hogging ongoing; city crews recognized for their dedication despite limited staffing.
Financial Report:
June and July 2025 financials were reviewed and approved.
📅 City Announcements & Upcoming Events
- Regional Recycling Initiative: Exploring collaboration with Centerton and Gentry to reduce trash service costs and potentially implement a city recycling program. Temporary recycling trailer may be placed at City Hall parking lot.
- Sports Field Site Visit: Council members invited to visit potential sports field locations after the next meeting.
