The Highfill City Council will meet on Tuesday, June 9, 2026, at 6:00 PM in the Council Chambers at City Hall. The meeting agenda includes rezoning considerations, public safety items, committee appointments, financial reports, and department updates.


Meeting Participation Guidelines:

• Sign-In Required: All attendees must sign in at the entrance before being seated. This helps the city maintain accurate attendance records and ensures a smooth start to the meeting.

• Public Comments: To speak during the meeting, sign your name and address on the sheet provided at the podium before the meeting begins. The Mayor will invite public comments during the designated section, allowing everyone a fair opportunity to contribute.

  • Ordinance 2026-11 Rezoning certain property owned by Oelke Construction Company from RR – Rural Residential to C-2 – General Commercial; providing for Amendment of the official zoning map of the City of Highfill, Arkansas; declaring an emergency; and for other purposes
  • Resolution 2026-21 Dedicating and reserving certain city lands for public park and related purposes
  • Resolution 2026-22 Adopting City of Highfill, Arkansas police policies and procedures
  • Resolution 2026-23 Confirming the appointment of Highfill Water and Sewer Committee members to term ending June 30, 2028

Rezoning Ordinance Scheduled for Consideration

The Council will consider Ordinance 2026-11, a request from Oelke Construction Company to rezone approximately 2.50 acres located at 674 NW Highfill Street from RR – Rural Residential to C-2 – General Commercial.

The property is identified as Parcel No. 22-00005-003 and is located adjacent to existing commercially zoned property. According to city staff, the request is consistent with Highfill’s Future Land Use Map and supports the planned development pattern for the area.

The C-2 General Commercial zoning district allows for heavy retail trade, service, and business uses in accordance with the Highfill Municipal Code.

The Highfill Planning Commission held a public hearing on May 26, 2026, to review the request. No public comments were received during the hearing. Following discussion, the Planning Commission voted unanimously to recommend approval of the rezoning request to the City Council.

If approved by the City Council, the ordinance would amend the City of Highfill Official Zoning Map and the rezoning would take effect immediately upon passage, approval, and publication as provided by law.

Public Park Land Resolution

The Council will consider Resolution 2026-21 to dedicate and reserve certain city-owned property for use as a public park and related purposes.

According to the proposed resolution, the City Council has determined that reserving the property for park purposes is in the public interest. The resolution would formally dedicate the land identified in Exhibit “A” of the resolution for public park and related community uses.

The resolution would also authorize the Mayor, Recorder, and other appropriate city officials to complete any actions or filings necessary to carry out the dedication.

Police Policies and Procedures

The Council will consider Resolution 2026-22 to formally adopt the City of Highfill Police Department Policies and Procedures as the department’s official operating standards.

According to the proposed resolution, the City Council determined that adopting written policies and procedures is in the public interest and will support the orderly, consistent, lawful, and professional operation of the Highfill Police Department.

The resolution would authorize the Mayor, Chief of Police, Recorder, and other appropriate city officials to implement, maintain, and enforce the adopted policies and procedures. The resolution also provides that the policies may be amended or updated in the future in accordance with applicable law and City Council procedures.

The Highfill Police Department Policies and Procedures are publicly available through the department’s online document directory.

Water and Sewer Committee Appointments

The Council will consider Resolution 2026-23 confirming the Mayor’s reappointments to the Highfill Water and Sewer Committee for terms ending June 30, 2028.

The proposed resolution would confirm the following appointments:

  • Tim Oelke
  • Will Hanna
  • Justin Allen

If approved, each appointment would continue through June 30, 2028, and until a successor is appointed and qualified.

The City of Highfill is currently seeking one additional member to serve on the Highfill Water and Sewer Committee. The available committee seat carries a term ending June 30, 2029, and the appointed member will serve until a successor is appointed and qualified. Residents interested in serving their community and contributing to the planning and improvement of Highfill’s water and sewer infrastructure are encouraged to apply.

About the Water and Sewer Committee

The Water and Sewer Committee assists in evaluating and supporting the planning, maintenance, and improvement of the city’s water and sewer systems and related infrastructure.

General responsibilities include:

  • Reviewing water and sewer system needs and upcoming projects
  • Providing recommendations on infrastructure improvements
  • Supporting long-term utility planning
  • Attending scheduled committee meetings
