Highfill Highlights

The Highfill Parks Advisory Committee (HPAC) met on Tuesday, July 21, 2026, to discuss upcoming community events, park improvements, budget updates, and future recreational opportunities for residents.
Community Market Proposal
During public comment, a local event organizer presented a proposal to relocate the Markets on Main event series to Highfill. The organizer shared that Highfill’s available space and event-friendly amenities could better accommodate vendors, food trucks, generators, and family activities than the current location.
The proposed monthly market would feature:
- Local vendors
- Food trucks
- Free children’s activities
- Community engagement opportunities
Committee members discussed the concept and asked questions about scheduling, event logistics, vendor requirements, and state permitting. Before any event moves forward, organizers must coordinate with City staff, obtain required approvals, and comply with Arkansas special event and sales tax requirements.
No action was taken during the meeting.
Park Projects and Maintenance
The committee reviewed ongoing park maintenance efforts and discussed several improvement projects planned for City parks. Members also evaluated current maintenance needs and identified priorities for future work to help keep Highfill’s parks safe, clean, and welcoming for residents and visitors.
Additionally, the committee continued planning for upcoming seasonal activities, including this year’s holiday events.
Financial Update
The committee received a budget update covering expenditures through July.
Current discussions included:
- Progress on the Parks Department operating budget
- Park improvement expenditures
- Janitorial and portable restroom expenses
- Repairs and maintenance funding
- Supply purchases for community events
Overall, the committee reported that the Parks Department remains on track with its budget. While janitorial expenses have exceeded initial projections, members noted that other budget categories can help offset those costs if needed.
The committee also discussed park impact fee revenue and reviewed how those funds are collected as new development occurs throughout the City.
