The Highfill Planning Commission will hold its regular meeting on Tuesday, November 25, 2025, at 6:00 p.m. in the City Council Chambers at 2560 W Hwy 12, Highfill, AR 72734.

Rezoning Request Overview
The applicants are requesting to rezone approximately 34.85 acres from Rural Residential (R-R) to Single-Family Residential (R-1).
If approved, this change would:
- Apply only to the property listed above.
- Allow uses permitted under the R-1 zoning district.

Applicant’s Reason for the Request
The applicants are requesting a rezone from Rural Residential (RR) to Residential 1 (R-1) to allow for the development of single-family residential lots. While R-1 zoning permits a maximum density of 4.84 units per acre, the proposed subdivision layout plans for approximately 2 units per acre, preserving greenspace and following the site’s natural topography.
Project Highlights:
- The property includes pasture, wooded areas, a barn, and several existing homes.
- The proposed layout provides greenspace buffers and a street network designed to fit the land’s natural contours.
- Access is planned from both NW Cowan Lane and N Center Street, with a potential connection to NW Cowan Avenue through a future lot line adjustment with neighboring property owners.
- Utilities: Water, sewer, electric, and gas are available at the site.
- Drainage: Existing drainage concerns will be addressed during subdivision development.
- Developer: Nurre Pinkley Building Co., a long-established Northwest Arkansas homebuilder known for high-quality residential neighborhoods.
- Surrounding Area: The property is near other R-1 zoned parcels, making this rezone consistent with nearby residential development patterns.
If approved, this rezone would support a thoughtfully designed neighborhood with lower-than-allowed density and strong connectivity to surrounding areas.

The Planning Commission plays a key role in guiding the city’s growth. This volunteer board reviews land use proposals, zoning requests, and subdivision plans to ensure they align with Highfill’s zoning regulations and comprehensive plan.
Public input is welcome—but please note: residents may only speak on public hearing items listed on the agenda. This helps ensure comments are focused on proposals under formal review.
In contrast, during City Council meetings, residents are invited to speak during the Public Comment section of the agenda. Unlike Planning Commission meetings, this portion allows you to address the Council on any topic, not just agenda items.
