If awarded, the grant will match these funds, providing our firefighters with updated protective equipment to ensure their safety while serving Highfill.

12. Amendments to Title 13 – Planning Regulations
This ordinance proposes updates to Title 13 of the Municipal Code to align with recent Arkansas state law changes. Key updates include:
- Planning Commission: Will consist of 5 members; at least two-thirds must not hold any other city office. All must reside within city limits and be approved by Council vote.
- Planning Area: Includes land within a 1-mile radius of Highfill, though the City will not exercise regulatory authority in that area.
- Project Review: All major public projects within city limits must be reviewed and approved by the Planning Commission for consistency with the City’s adopted plan.
13. Annexation Requirement for Utility Extension
A proposed ordinance requiring property owners outside city limits to sign a formal, recordable agreement before receiving City water or sewer services. Key components include:
- Agreement to future annexation upon proposal
- Waiver of right to protest annexation
- Dedication of necessary easements, meters, and infrastructure to the City
This ordinance supports responsible utility expansion and long-term planning.
14. Rezoning – Mendoza Property (RR to C-2 Commercial)
Rezoning request from Rigoberto Mendoza to change property zoning from RR (Rural Residential) to C-2 (Commercial).
Purpose: Future development of a real estate office and HVAC office/warehouse.
- Recommended for approval by the Highfill Planning Commission
- Aligns with the City’s long-term development goals
- Zoning Map and Code will be updated if approved
