The City of Highfill will hold its Regular City Council Meeting on Tuesday, July 14, 2026, at 6:00 p.m. in the Highfill City Council Chambers. Residents are encouraged to attend and stay informed about City business, upcoming projects, and decisions that impact the Highfill community.

Meeting Participation Guidelines:

The City of Highfill encourages residents to participate in City Council meetings. To help ensure an orderly and efficient meeting, attendees are asked to follow these guidelines:

  • Sign-In Required: All attendees must sign in upon arrival. The sign-in process helps the City maintain accurate attendance records.
  • Meeting Materials: Residents may scan the QR code provided at the sign-in table or visit the City of Highfill website to review the meeting packet.
  • Public Comments: Residents who wish to address the City Council must provide their name and address on the sign-up sheet located at the podium before the meeting begins. The Mayor will call on speakers during the designated Public Comment portion of the agenda.
  • Community Participation: Resident involvement plays an important role in the City’s decision-making process.

New Business

During the meeting, the City Council will consider the following items:

  • Ordinance 2026-12 Amended ordinance regulating the discharge of fireworks within the city limits; to declare an emergency; and for other purposes
  • Mid-Year Budget Discussion

Additional Information on Agenda Items

Proposed Amendment to Highfill’s Fireworks Ordinance

The Highfill City Council will consider Ordinance 2026-12, which would amend the City’s current Fireworks Ordinance (Ordinance 2025-12).

What is Changing?

The proposed amendment would remove the prohibition on the retail sale of fireworks within the City of Highfill.

The ordinance would continue to regulate when and where fireworks may be discharged to help protect public safety and reduce fire hazards.

Fireworks Would Still Only Be Permitted During These Times

If approved, residents may discharge fireworks on private property only during the following dates and times each year:

  • July 1 – July 3: 10:00 a.m. to 10:00 p.m.
  • July 4: 10:00 a.m. to 11:00 p.m.
  • July 5: 10:00 a.m. to 11:00 p.m., only if July 5 falls on a Saturday.

Existing Safety Restrictions Would Remain

The ordinance would continue to prohibit fireworks:

  • During a Benton County burn ban.
  • On streets, roads, alleys, parking lots, parks, and other public property.
  • Within 600 feet of a church, public school, or business that sells gasoline.
  • Within 200 feet of any location where fireworks are stored or sold.
  • From or at a motor vehicle or toward any person or group of people.

City Fireworks Displays

Official fireworks displays sponsored by the City would continue to be allowed with approval from the Fire Chief when they do not create a fire hazard or threaten public safety.

Mid-Year Budget Discussion

The Highfill City Council will conduct a mid-year review of the City’s financial position during the July meeting.

A mid-year budget review provides an opportunity for the Mayor and City Council to evaluate the City’s financial position and review revenues, expenditures, and budget projections through the first half of the fiscal year. This discussion helps determine whether any budget adjustments should be considered to address the City’s operational needs and priorities for the remainder of the year.

The review is part of the City’s ongoing commitment to responsible financial planning, transparency, and ensuring that resources are managed effectively while continuing to provide quality services to the community.

Financial Reports, Department Updates & Mayor’s Report

The City Council will review the June 2026 Financial Reports and receive updates from City departments and committees, followed by the Mayor’s Report. These reports provide an overview of current projects, operations, and activities throughout the City.
