About the Committee
The City of Highfill Water and Sewer Committee assists in the operation, management, and oversight of the City’s water and wastewater systems. The committee functions under the authority of the Highfill City Council and is responsible for supporting the continued operation, maintenance, and improvement of utility infrastructure serving the community.
The Water and Sewer Committee is established under Title 10 Utilities of the Highfill Municipal Code.
Duties and Responsibilities
The Water and Sewer Committee assists with the operation, management, and oversight of the City’s water and wastewater systems. The committee is authorized to:
- Operate, manage, and oversee the City’s water and sewer systems
- Recommend and oversee system extensions, betterments, and infrastructure improvements when funding is available
- Establish rules and regulations for the use and operation of the water and sewer systems
- Recommend contracts and agreements necessary for utility operations
- Assist with compliance related to water quality, wastewater treatment, and environmental regulations
- Support long-term planning for utility infrastructure and system improvements
- Do all things necessary and expedient for the successful operation of the City’s utility systems
Contracts related to financing or trust indentures require approval by the City Council.
Membership Terms
The Water and Sewer Committee consists of five (5) members appointed by the Mayor and confirmed by the City Council. Members serve staggered two-year terms. Vacancies and appointments are handled by the Mayor with confirmation by the City Council. The City Council may remove members with or without cause.

Utility Information
The City of Highfill provides water and wastewater utility services in accordance with Title 10 of the Highfill Municipal Code, including regulations related to utility service connections, rates, billing, wastewater discharge, and infrastructure management.
