Comprehensive Plan Presentation – Garver
The Commission reviewed the draft Comprehensive Plan presented by Courtney McNair, Urban Planner with Garver.
Summary: The plan will guide future growth, development, and zoning decisions, including a Future Land Use Map. Its key goals focus on:
- Provide opportunities for residents to be active and connected to the community.
- Provide a diversity of housing choices while being mindful of context and existing character of residential areas.
- Encourage business growth, and work to attract retail and commercial uses, as well as Trades & Services & Services and Light Industrial uses.
- Plan for infrastructure which provides adequate levels of service to existing residents and allows for future growth.

Commissioners engaged in a detailed discussion regarding the Comprehensive Plan process:
- Commission Involvement: They asked whether this presentation marked the beginning stage and how often the Commission would participate. McNair confirmed the project is in its early stages. Even though she will not attend every meeting, she will present key milestones to the Commission to ensure their feedback directly informs the plan.
- Goal Prioritization: Commissioners asked if the goals were listed in priority order. McNair explained that all goals carry equal weight and address different aspects of planning, including housing, infrastructure, business growth, and community connection.
- Timeline & Updates: The Commission reviewed the timeline. McNair acknowledged minor delays caused by unforeseen circumstances; however, she confirmed that the Commission should receive the draft plan by the end of the year.
- Public Input: A resident voiced concern that the process appeared to present goals to the public rather than allowing the public to shape them from the beginning. He emphasized the importance of broad public input and representation from different areas of the City. McNair responded that examples and draft goals are necessary to frame discussion and obtain useful feedback. Garver will provide the City with a public survey, which will be shared online and through City channels to gather input on housing, retail, amenities, and other community needs.
- Steering Committee Role: Commissioners clarified that the steering committee primarily focuses on process and outreach, not on determining specific land uses.
Next Steps: The Comprehensive Plan will continue to be refined with public input, steering committee guidance, and Planning Commission feedback. Updates will return to the Commission at key milestones, aiming to present a draft plan to the public by year-end.

Preliminary Plat – Polo Park Estates
Action: The Commission reviewed and approved the preliminary plat, contingent on completion of upgrades to City Lift Station No. 1.

Summary: Submitted by Mud Puddle Investments, LLC, the project includes 79 residential lots, 2 commercial lots, and 1 detention pond on approximately 36 acres at the southwest corner of NW Petersen Road and Highway 12. The property is zoned R-2 (Single-Family Residential) and C-2 (General Commercial).
Discussion Highlights & Recommendations:
- Utilities: Water service will use double 5/8″ meters per lot. Sewer service depends on upgrades to City Lift Station No. 1, and ADH will not issue permits until the required upgrades are in place. Plans have been submitted, and clearance is pending.
- Lot Sizes & Layout: Most lots exceed 6,000 sq. ft., with homes planned between 2,200–3,200 sq. ft.
- Access & Safety: Entries from Highway 12 and Petersen Road were reviewed. Commissioners recommended minimizing direct highway access and improving sightlines at the Highway 12 entrance. The applicant has updated the design to address these concerns.
- Commercial Lots: Two commercial lots are included. Specific development proposals will return to the Commission for review.
- Open Space & Drainage: Two detention areas are included, with some space potentially serving as green space.
- Highway 12 Buffering: Commissioners suggested higher-quality fencing along Highway 12, such as brick or stone columns with privacy fencing between, to enhance aesthetics.
Action: The Commission approved the preliminary plat for Polo Park Estates, contingent on completion of upgrades to City Lift Station No. 1. The motion passed unanimously.
Meeting Minutes Approval
Action: The Commission reviewed and approved minutes from the July 22, 2025 Planning Commission meeting. Commissioners Redding and Wolfe abstained as they were not yet on the Commission.
