Notice of Highfill Planning Commission Meeting
The Highfill Planning Commission will hold a special meeting on Tuesday, February 3, 2026, at 6:00 p.m. in the City Council Chambers at 2560 W Hwy 12, Highfill, AR 72734 to review zoning and development items impacting future growth in the community.
Meeting Guidelines:

- Agendas and supporting materials are available ahead of time to help residents stay informed.
- Public Hearing: Your input counts! Come be part of the conversation and share your thoughts on upcoming public hearing items. If you can’t make it in person, you’re welcome to send in your comments ahead of time.
Rezone Request (Public Hearing)
The Planning Commission will consider a rezoning request from the Kenneth & Alice Insco Living Trust for property located along Highway 264 (Parcel #22-00007-020). The request proposes changing the zoning from R-R (Rural Residential) to C-2 (General Commercial). Staff recommends approval, noting the request is consistent with the Future Land Use Map. Candice Anderson with CEI Engineering Associates will represent the property owner.

Preliminary Plat Review
A prPreliminary Plat Review – Mason Valley Duplexes (Mathis Builders, Inc.)
The Planning Commission will review a preliminary plat submitted by Mathis Builders, Inc. for the proposed Mason Valley Duplexes, located at 6720 NW Mason Valley Road. The development includes Parcels 22-01062-000, 22-01063-000, and 22-01064-000 and is currently zoned R-3 (Residential / Multi-Family). Duplex residences are a permitted use within this zoning district, and the proposed development is consistent with surrounding residential land uses in the area.
City staff recommends approval of the preliminary plat, subject to the following conditions to support public safety and infrastructure needs:
- Off-site drainage improvements and subdivision entrance improvements.
- Widening of Mason Valley Road to accommodate increased traffic.
- Installation of street lighting within the subdivision.
- Construction of a five-foot-wide sidewalk along Mason Valley Road from the north property line to the south property line.
- Relocation of an existing fire hydrant, as required.

Understanding the Planning Commission’s Role
The Planning Commission plays a key role in guiding the city’s growth. This volunteer board reviews land use proposals, zoning requests, and subdivision plans to ensure they align with Highfill’s zoning regulations and comprehensive plan.
Public input is welcome—but please note: residents may only speak on public hearing items listed on the agenda. This helps ensure comments are focused on proposals under formal review.
In contrast, during City Council meetings, residents are invited to speak during the Public Comment section of the agenda. Unlike Planning Commission meetings, this portion allows you to address the Council on any topic, not just agenda items.
Meeting agendas and supporting materials are posted in advance, so you can stay informed about topics that may impact your neighborhood.
