The Highfill Planning Commission will hold its regular meeting on Tuesday, July 22, 2025, at 6:00 p.m. in the City Council Chambers at 2560 W Hwy 12, Highfill, AR 72734.

Presentation by Garver (public input is welcomed)
Garver, the engineering and consulting firm assisting the City with water, wastewater, and infrastructure planning, will provide an update. Community members are welcomed to provide input.
Rezone Request (Public Hearing)
The City of Highfill has received a rezoning request from Rigoberto Mendoza for the property located at 2396 East 1st Avenue (Parcel IDs: 22-00239-000 & 22-00239-001). The request is to rezone the property from R-R (Rural Residential) to C-2 (General Commercial).
This proposed change would allow for future commercial development at the site. Supporting documentation for the rezoning request is included in the meeting packet and available for public review.
Residents are encouraged to stay informed and share their input as part of the city’s ongoing planning efforts either during the public comment section of the planning commission meeting or by emailing the planning department (link).
Preliminary Plat – Subdivision for Can-Ark Diamond Realty
Can-Ark Diamond Realty has submitted a request for review and approval of a Preliminary Plat located just south of Highway 264 and west of Rocky Comfort Road (Parcel #22-00259-000).
The proposed development includes 29 residential lots, each approximately one acre in size, along with a one-acre lot designated for a clubhouse. A pre- and post-development drainage report has been submitted as part of the application.
Evan McMahon with Crafton Tull is representing the developer. Supporting documents and a full layout, including utilities, are available in the project review packet. Please note, this item is not scheduled for public comment.
Preliminary Plat – Sterling Estates Subdivision
Redstone Properties of NWA, LLC has submitted a request for review and approval of a Preliminary Plat for the proposed Sterling Estates Subdivision, located at the southeast corner of Vaughn Road and Wright Road. While the property lies outside the Highfill city limits, it falls within the City’s one-mile planning area boundary.
The 8.22-acre parcel (Parcel #18-11546-001) is planned to be divided into 8 residential lots. Jason Ingalls with Expedient Civil Engineering will be representing the developer. Additional documentation and site layout details are included in the project review packet.

Understanding the Planning Commission’s Role
The Planning Commission plays a key role in guiding the city’s growth. This volunteer board reviews land use proposals, zoning requests, and subdivision plans to ensure they align with Highfill’s zoning regulations and comprehensive plan.
Public input is welcome—but please note: residents may only speak on public hearing items listed on the agenda. This helps ensure comments are focused on proposals under formal review.
In contrast, during City Council meetings, residents are invited to speak during the Public Comment section of the agenda. Unlike Planning Commission meetings, this portion allows you to address the Council on any topic, not just agenda items.
