The Highfill Planning Commission met on Tuesday evening to review a proposed zoning code amendment introducing a new RE (Residential Estate) zoning district and reviewed a request for final plat approval for Savannah Park Subdivision – Phase 1, located along Highway 12.
New RE Zoning District Proposed
The RE district is designed to support single-family residential development on larger lots, with a minimum lot size of 0.5 acres. It aims to provide a transition between smaller residential lots and larger rural properties.
Permitted & Conditional Uses
Permitted uses include single-family homes, accessory structures, and family daycares. Conditional uses may include parks, recreational spaces, and certain public or semi-public facilities.
Development Standards
- Minimum lot size: 0.5 acres
- Minimum lot width: 85 feet
- Setbacks: 25 ft (front/rear), 20 ft (side), 25 ft (street side)
- Maximum height: 2.5 stories or 35 feet
- Parking: 2 off-street spaces per residence
Purpose of the RE District
Commissioners discussed that this district provides flexibility for developers while ensuring larger lot sizes than traditional residential zoning. It also helps address community concerns about overly dense development.
Public Input
Residents expressed support for larger-lot neighborhoods but raised questions about whether “Residential Estate” accurately reflects half-acre lots and suggested additional zoning tiers for clearer transitions between densities.
Commission Discussion
Members emphasized that RE zoning establishes a minimum standard, allowing developments to exceed lot sizes while preventing smaller, high-density subdivisions in certain areas.
Votes & Next Steps
Two items were approved and will move forward to City Council:
- Reordering zoning districts from largest to smallest lot sizes
- Adding the new RE zoning district to the code
Both recommendations were approved unanimously and will now be considered by the City Council.

Project Overview

- 60 residential lots
- 7 commercial lots (fronting Highway 12)
Key Discussion Points
Completion of Infrastructure
The applicant confirmed that all required infrastructure has been installed in accordance with the previously approved preliminary plat. The final plat reflects what has already been reviewed and constructed.
Commercial Lot Layout & Traffic Concerns
Commissioners discussed the seven commercial lots, particularly their size (generally under 1 acre) and access to Highway 12. Concerns were raised about:
- Potential traffic congestion
- Multiple access points (curb cuts) along the highway
It was noted that:
- Future development of these lots will require additional review through the large-scale development process
- Access points will be regulated through state highway (ARDOT) permits
- There may be opportunities for shared access or consolidated driveways to improve traffic flow
Future Flexibility
Commissioners acknowledged that:
- Commercial lots could be developed individually or combined
- Specific uses and layouts will be determined at the time of future development proposals
- Additional oversight will occur when those projects return for approval
Decision & Next Steps
The Planning Commission unanimously approved the final plat request and recommended it be forwarded to the City Council for consideration.
This approval marks an important step in the continued development along Highway 12, with future commercial and residential growth expected as the subdivision builds out.

The Commission reviewed and approved of the minutes from the March 24, 2026, Regular Planning Commission Meeting.
Understanding the Planning Commission’s Role
The Planning Commission plays a key role in guiding the city’s growth. This volunteer board reviews land use proposals, zoning requests, and subdivision plans to ensure they align with Highfill’s zoning regulations and comprehensive plan.
Public input is welcome—but please note: residents may only speak on public hearing items listed on the agenda. This helps ensure comments are focused on proposals under formal review.
In contrast, during City Council meetings, residents are invited to speak during the Public Comment section of the agenda. Unlike Planning Commission meetings, this portion allows you to address the Council on any topic, not just agenda items.
Meeting agendas and supporting materials are posted in advance, so you can stay informed about topics that may impact your neighborhood.

Residents are encouraged to review agendas, minutes, and proposed zoning or development changes, attend Planning Commission meetings, and provide input during Public Comment. Your participation helps ensure that land use, development, and growth decisions reflect the community’s needs and priorities.
