The Highfill City Council will meet on Tuesday, May 12, 2026, to address several important items affecting our community. Residents are encouraged to attend and participate.


Meeting Participation Guidelines:

• Sign-In Required: All attendees must sign in at the entrance before being seated. This helps the city maintain accurate attendance records and ensures a smooth start to the meeting.
• Meeting Materials: Scan the QR code at sign-in or visit the City of Highfill website to view the meeting packet.
• Public Comments: To speak during the meeting, sign your name and address on the sheet provided at the podium before the meeting begins. The Mayor will invite public comments during the designated section, allowing everyone a fair opportunity to contribute.
• Participation Matters: Your engagement helps shape Highfill’s future.


Agenda Overview

The meeting will begin with roll call, the Pledge of Allegiance, and approval of prior meeting minutes.

Residents will have the opportunity to provide general public comment during the meeting.


New Business

  • Ordinance 2026-8 Accepting the Final Plat of Savannah Park Subdivision Phase I, a subdivision within the city limits of the City of Highfill, Arkansas; and for other purposes
  • Ordinance 2026-9 Amending certain provisions of the Highfill Municipal Code regarding zoning; amending section 14.04.07 to add a Residential Estate Zoning District; and for other purposes
  • Ordinance 2026-10 Accepting the annexation of certain territory to the City of Highfill; approving the schedule of services to be extended to said area; and assigning area to a ward; declaring an emergency and for other purposes
  • Resolution 2026-17 Water Board Appointment

Savannah Park Subdivision – Phase I Final Plat (Proposed Ordinance 2026-8)

A proposed ordinance would approve the final plat for Savannah Park Subdivision, Phase I, following recommendation from the Planning Commission. If adopted by City Council, the plat would be officially accepted and the Mayor and Recorder authorized to certify it on behalf of the City.

Proposed Zoning Update – Residential Estate (RE) District (Proposed Ordinance 2026-9)

A proposed ordinance would update the City’s zoning code to add a new Residential Estate (RE) district. This district is intended for single-family homes on larger lots (minimum 0.5 acres) to support a more spacious, estate-style residential character.

The update also reorganizes existing zoning districts from largest to smallest lot sizes and outlines standards for the RE district, including permitted uses, setbacks, building height limits, and parking requirements.

Proposed Annexation of Property into City Limits (Proposed Ordinance 2026-10)

A proposed ordinance would annex a tract of land into the City of Highfill at the request of the property owner. The annexation has been reviewed and verified by Benton County officials and includes a plan to extend city services—such as police and fire protection, street maintenance, and water service—within three years.

If approved, the property would be assigned to a city ward, with the annexation becoming final after the required process, allowing future development to move forward.

Water & Sewer Committee Appointment (Proposed Resolution 2026-17)

City officials are considering an appointment to fill a seat on the Highfill Water and Sewer Committee. This committee provides input and recommendations on matters related to the city’s water and sewer system and infrastructure.
