The Highfill City Council will hold its regular monthly meeting on Tuesday, August 11. The meeting agenda includes several items for Council consideration, department reports, and upcoming community events.

Meeting Participation Guidelines:

The City of Highfill encourages residents to participate in City Council meetings. To help ensure an orderly and efficient meeting, attendees are asked to follow these guidelines:

  • Sign-In Required: All attendees must sign in upon arrival. The sign-in process helps the City maintain accurate attendance records.
  • Meeting Materials: Residents may scan the QR code provided at the sign-in table or visit the City of Highfill website to review the meeting packet.
  • Public Comments: Residents who wish to address the City Council must provide their name and address on the sign-up sheet located at the podium before the meeting begins. The Mayor will call on speakers during the designated Public Comment portion of the agenda.

Community Participation: Resident involvement plays an important role in the City’s decision-making process.

New Business

During the meeting, the City Council will consider the following items:

Highfill Vision Plan

The City Council will consider Ordinance 2026-13, which would adopt the City of Highfill Vision Plan and related long-range planning documents.

The Vision Plan provides a framework for how Highfill can plan for future growth while considering land use, transportation, infrastructure, community facilities, housing, and the character of the community. The planning process began in 2024 and included opportunities for community input through public meetings, surveys, and public comments.

Rezoning Appeal – 545 NW Cowan Avenue

The City Council will consider Ordinance 2026-14, which addresses an appeal of the Highfill Planning Commission’s denial of a rezoning request.

Property information:

  • Applicant/Owner: WJP Investments, LLC
  • Parcel: 22-00001-017
  • Location: 545 NW Cowan Avenue
  • Approximate size: 5 acres
  • Current zoning: RR – Rural Residential
  • Requested zoning: R-1 – Residential

The ordinance states that the applicant is requesting to rezone the property from RR – Rural Residential to R-1 – Residential. The property is surrounded on three sides by property owned by the applicant that is zoned R-1. The ordinance also states that the City’s Future Land Use Map designates the property RS – Residential Single-Family.

The Highfill Planning Commission considered the request at its July 28 meeting and denied the rezoning request. The applicant subsequently appealed that decision to the City Council. The City Council will consider the appeal and the proposed rezoning at its August 11 meeting.

Review the rezoning documents:
For residents who would like to review the ordinance, application, staff information, maps, and other supporting materials, the documents are included with the August 11 City Council meeting packet.

What is the City Council deciding?
The Council will consider the applicant’s appeal of the Planning Commission’s decision and whether to approve the proposed change from RR – Rural Residential to R-1 – Residential.

Fire Truck Purchase and Financing

The City Council will also consider the City’s request related to the acquisition and financing of an FB-94 Pumper Fire Truck for the Highfill Fire Department.

The meeting packet includes supporting documents regarding the proposed fire truck, including the equipment quote, financing proposal, and purchase documentation.

The financing proposal submitted by Community Leasing Partners lists a total cost of $666,477, with a proposed $490,000 down payment and $176,477 financed. The proposal provides financing options for three-, four-, and five-year terms at a stated fixed interest rate of 5.44%.

Financial Reports, Department Updates & Mayor’s Report

The City Council will review the July 2026 Financial Reports and receive updates from City departments and committees, followed by the Mayor’s Report. These reports provide an overview of current projects, operations, and activities throughout the City.

  • Fire Department
  • Highfill Parks Advisory Committee
  • Police Department
  • Public Works Department

  • Water & Sewer Committee: Monday, August 24 at 5:00 p.m.
  • Planning Commission: Tuesday, August 25 at 6:00 p.m.
  • Next City Council Meeting: Tuesday, September 8 at 6:00 p.m.
  • National Night Out: Tuesday, October 6 at 6:00 p.m.
  • Holidays at the Park: Saturday, December 5 at 5:30 p.m.

Public participation is an important part of local government. Residents are encouraged to attend meetings and stay informed about matters affecting the Highfill community.

Every Person Counts: Why the Census Matters

The U.S. Census does much more than count people—it helps determine funding, infrastructure planning, public services, and representation for the next decade.

A complete and accurate count helps Highfill:

  • Secure funding for roads, water and sewer infrastructure, parks, public safety, and other community services.
  • Plan responsibly for future growth and development.
  • Strengthen grant applications and long-term planning efforts.
  • Ensure our community receives fair representation as our population grows.

When the next Census takes place, every resident’s participation helps strengthen Highfill’s future.
