Notice is hereby given by the City of Highfill, Arkansas (the “City”) that the City proposes to issue its Water and Sewer Revenue Bonds (the “bonds”) in the maximum aggregate principal amount of $14,000,000 for the purpose of financing all or a portion of the costs of acquiring, constructing and equipping extensions, betterments and improvements to the water facilities of the City’s water and sewer system, including particularly, without limitation, construction of a new potable water booster pumping station, construction of a new master meter vault, installation of a new standby power generator, and new transmission lines, paying costs of issuing the bonds and providing a debt service reserve. The debt service reserve, in the maximum principal amount of $1,400,000, may be in the form of a surety bond, debt service reserve insurance policy or like instrument (the “reserve obligation”) or may be in cash. A public hearing concerning the proposed issuance of the bonds and the reserve obligation will be held by the City Council at 6:00 p.m. on the 13th day of October, 2026, at the regular meeting place of the Council, 2560 W. Hwy 12, Highfill, Arkansas. At the public hearing, all interested persons shall have an opportunity to be heard concerning the bonds and the reserve obligation.
