The Highfill Planning Commission met on Tuesday, July 28, 2026, to consider a rezoning request and review the City’s draft Comprehensive Land Use Plan and Master Plan components.

Rezoning Request

The Commission held a public hearing to consider a request from WJP Investments, LLC to rezone approximately five acres at 545 NW Cowan Avenue (Parcel 22-00001-017) from Rural Residential (RR) to Residential-1 (R-1).

During the discussion, the applicant presented the proposed subdivision layout and explained how the property would connect to the surrounding development. Commissioners asked questions about drainage, lot frontage requirements, and how the request aligned with the City’s current zoning regulations and future land use planning.

Following discussion, the Commission voted on the rezoning request. Although the motion received support from members, it did not receive enough affirmative votes to pass. As required by City ordinance, the applicant was informed of the right to appeal the decision to the Highfill City Council, and the Commission directed staff to provide the written reasons for the denial.

Comprehensive Land Use Plan and Master Plan

Following the public hearing, the Planning Commission reviewed the City’s draft Comprehensive Land Use Plan and Master Plan presented by Garver, the City’s planning consultant.

The draft plan summarizes the community planning process completed over the past two years and includes:

  • An overview of the City’s planning authority under Arkansas law.
  • Historical background and regional context.
  • Population and demographic trends.
  • Public engagement conducted throughout the planning process.
  • Community goals, objectives, and long-term vision.
  • The proposed Future Land Use Map.
  • The proposed Master Street Plan and roadway classifications.

During the presentation, Garver explained that the draft incorporates updates based on previous Planning Commission meetings, public feedback, and discussions with City officials. Staff also noted that additional technical revisions had been made to better align roadway classifications with the cross-sections included in the plan’s appendix. These revisions clarify which future collector and arterial streets are intended to function as two-lane or three-lane roadways.

Commissioners then discussed several aspects of the proposed plans, including future roadway classifications, anticipated residential growth, transportation needs, and the flexibility of the plan as the community continues to develop. Members emphasized that the Comprehensive Land Use Plan is intended to serve as a long-term policy guide rather than a fixed document and can be updated as conditions and community priorities evolve.

Several commissioners discussed whether certain future roadway classifications should be reduced in scale to better reflect expected residential development in those areas. Rather than delaying action on the overall plan, the Commission agreed those recommendations could be presented to the City Council separately for consideration during its review.

After closing the public comment period, the Planning Commission voted 3-1 to recommend approval of the Comprehensive Land Use Plan and Master Plan components and forward them to the Highfill City Council for final consideration. Commissioners noted that the plans provide a framework—or “guardrails”—to help guide future land use, infrastructure investments, and development decisions while allowing amendments as the City grows and community needs change.

The City Council will consider the Comprehensive Land Use Plan and Master Plan at a future meeting before taking final action on adoption.

Other Business

The Commission also approved the May 26, 2026, meeting minutes before adjourning.

The next step in the planning process will be the City Council’s review of the Comprehensive Land Use Plan and Master Plan components at a future meeting.

Understanding the Planning Commission’s Role

The Planning Commission plays a key role in guiding the city’s growth. This volunteer board reviews land use proposals, zoning requests, and subdivision plans to ensure they align with Highfill’s zoning regulations and comprehensive plan.

Public input is welcome—but please note: residents may only speak on public hearing items listed on the agenda. This helps ensure comments are focused on proposals under formal review.

In contrast, during City Council meetings, residents are invited to speak during the Public Comment section of the agenda. Unlike Planning Commission meetings, this portion allows you to address the Council on any topic, not just agenda items.

Meeting agendas and supporting materials are posted in advance, so you can stay informed about topics that may impact your neighborhood.

Staying Engaged with the Planning Commission

Residents are encouraged to review agendas, minutes, and proposed zoning or development changes, attend Planning Commission meetings, and provide input during Public Comment. Your participation helps ensure that land use, development, and growth decisions reflect the community’s needs and priorities.
