Notice of Highfill Planning Commission Meeting
The Highfill Planning Commission will hold a meeting on Tuesday, March 24, 2026, at 6:00 p.m. in the City Council Chambers at Highfill City Hall to review zoning and development proposals that may influence future land use and growth in the community.
Meeting Guidelines:

Review Proposed Zoning Code, RE (Residential Estate) for Highfill Zoning Code Amendment
The Planning Commission will be reviewing a proposed zoning code amendment that would introduce a new RE (Residential Estate) zoning district.
What is the RE District?
The proposed Residential Estate (RE) district is intended to accommodate single-family homes on larger lots, helping preserve the open, rural character of Highfill while guiding future growth.
Key Features Include:
✔️ Minimum lot size of 0.5 acre
✔️ Single-family residences and accessory buildings
✔️ Limited agricultural uses, including stables (up to 2 horses per acre)
✔️ Minimum of 2 off-street parking spaces per home
✔️ Maximum building height of 35 feet (2.5 stories)
Additional Uses (with approval):
Certain uses such as parks, churches, and similar community-focused developments may be considered by the Planning Commission to ensure they align with the intent of the district.
Proposed Code Update (Optional):
An additional recommendation would reorganize the City’s base zoning districts to list residential categories from largest to smallest lot sizes, improving clarity within the zoning code.
Rezone Request (Public Hearing)
The Planning Commission will hold a public hearing to consider a rezoning request submitted by Matthew Zaidner for property associated with County Door located at 943 W 1st Avenue (Parcel 22-00026-040).
The 3.22-acre property is currently zoned R-R (Rural Residential) and R-1 (Single Family Residential). The applicant is requesting the property be rezoned to C-2 (General Commercial).

City staff has reviewed the request and determined that the proposed zoning change is consistent with the City’s Future Land Use Map, which supports commercial development in this area. Staff recommends approval of the requested rezoning.
During the public hearing, residents and property owners will have the opportunity to provide comments regarding the request before the Planning Commission makes a recommendation.

Preliminary Plat Review – Mason Valley Development
Following the public hearing, the Planning Commission will review a Preliminary Plat submitted by Mathias Builders for the proposed Mason Valley Duplexes development located at 6720 NW Mason Valley Road.
Preliminary plat review allows the Commission to evaluate proposed land divisions, development layout, access, and infrastructure requirements before final development approval.
The proposed development includes parcels 22-01062-000, 22-01063-000, and 22-01064-000 and is currently zoned R-3 (Residential / Multi-Family). Duplex residences are a permitted use within this zoning district, and the proposed development is consistent with surrounding residential land uses in the area.
The preliminary plat was previously reviewed by the Planning Commission and returned to the applicant with several conditions that needed to be addressed prior to approval. The applicant has since resubmitted the plat with revisions that address those conditions, including:
- Off-site improvements to drainage and the subdivision entrance.
- Widening of Mason Valley Road to accommodate increased traffic.
- Placement of street lighting within the subdivision.
- Construction of a five-foot-wide sidewalk along Mason Valley Road from the north property line to the south property line.
- Relocation of the existing fire hydrant as required.
City staff has reviewed the revised submission and determined that the previously identified conditions have been satisfied and that the plat complies with the City’s subdivision regulations and zoning requirements.
Staff Recommendation: Staff recommends approval of the Mason Valley Duplexes Preliminary Plat as submitted.

Understanding the Planning Commission’s Role
The Planning Commission plays a key role in guiding the city’s growth. This volunteer board reviews land use proposals, zoning requests, and subdivision plans to ensure they align with Highfill’s zoning regulations and comprehensive plan.
Public input is welcome—but please note: residents may only speak on public hearing items listed on the agenda. This helps ensure comments are focused on proposals under formal review.
In contrast, during meetings of the Highfill City Council, residents are invited to speak during the Public Comment section of the agenda. Unlike Planning Commission meetings, this portion allows you to address the Council on any topic, not just agenda items.
Meeting agendas and supporting materials are posted in advance so residents can stay informed about topics that may impact their neighborhood.
