The City of Highfill Planning Commission will hold a public hearing regarding a rezoning request for the following property:

Rezoning Request Overview

The applicants are requesting to rezone approximately 34.85 acres from Rural Residential (R-R) to Single-Family Residential (R-1).

If approved, this change would:

Applicant’s Reason for the Request

The applicants are requesting a rezone from Rural Residential (RR) to Residential 1 (R-1) to allow for the development of single-family residential lots. While R-1 zoning permits a maximum density of 4.84 units per acre, the proposed subdivision layout plans for approximately 2 units per acre, preserving greenspace and following the site’s natural topography.

Project Highlights:

  • The property includes pasture, wooded areas, a barn, and several existing homes.
  • The proposed layout provides greenspace buffers and a street network designed to fit the land’s natural contours.
  • Access is planned from both NW Cowan Lane and N Center Street, with a potential connection to NW Cowan Avenue through a future lot line adjustment with neighboring property owners.
  • Utilities: Water, sewer, electric, and gas are available at the site.
  • Drainage: Existing drainage concerns will be addressed during subdivision development.
  • Developer: Nurre Pinkley Building Co., a long-established Northwest Arkansas homebuilder known for high-quality residential neighborhoods.
  • Surrounding Area: The property is near other R-1 zoned parcels, making this rezone consistent with nearby residential development patterns.
