The Highfill City Council held a Special City Council Meeting on Tuesday, September 29, 2026. The Council addressed two items involving the City’s upcoming water improvements and the purchase of a new fire engine.

Water and Sewer Revenue Bond

The Council considered Ordinance 2026-16, which amends Ordinance 2024-04 related to the City’s Water and Sewer Revenue Bond.

The amendment allows the City to move forward with a planned 2026 water and sewer revenue bond for upcoming water improvements. The City’s bond counsel explained that the amendment excludes the City’s 2018 and 2021 bonds from certain rate covenant and parity calculations because the City expects to continue paying those bonds with sales and use tax revenues through their planned payoff in 2030.

The Council approved Ordinance 2026-16.

The City plans to hold a public hearing on the proposed 2026 bond issuance at the regular City Council meeting on October 13, 2026. The City will then consider the ordinance authorizing the new bond issuance.

Fire Engine Down Payment

The Council also formally documented the funding sources for the $490,000 down payment on the City’s new fire engine.

The approved funding is:

  • $100,000 from General Fund savings
  • $290,000 from the Fire Equipment Fund
  • $100,000 from Act 833 funds

The Fire Chief explained that the Fire Equipment Fund and Act 833 funds are restricted for eligible fire equipment and apparatus purchases.

The Council approved the funding allocation.

The fire department reported that, if everything proceeds as planned, personnel expect to travel to pick up the new fire engine and return with it the following Monday.
