Ordinance 2026-15 Morales and Perez Annexation

Passed: September 8, 2026

On September 8, 2026, the Highfill City Council adopted Ordinance 2026‑15, approving the voluntary annexation of a 5.30‑acre property owned by Alejandro Morales and Socorro Perez. The annexation petition was submitted under Arkansas Code § 14‑40‑609 and was verified by the Benton County Assessor and County Clerk. Verification confirmed ownership of the property, accuracy of the legal description, contiguity to the existing Highfill city limits, and compliance with all statutory filing requirements.

The Benton County Judge reviewed the petition and issued an order authorizing the annexation. The order confirmed that the annexation will not create any enclaves and that all required mapping coordination with the Arkansas GIS Office was completed.

As part of the ordinance, the newly annexed property has been assigned to Ward 2. In accordance with state law, the City will extend the following municipal services to the property within three years of the annexation’s effective date: police protection, fire protection, and municipal water service. This service schedule was formally documented in a letter dated July 14, 2026.

To complete the annexation process, the City Recorder will provide a certified copy of the ordinance and the accompanying annexation map to the Benton County Clerk. The City also posted the ordinance in five public locations inside city limits for the required 30‑day period, as confirmed in the Proof of Posting.
